John Travolta stars as Tom Hardy, an ex-Ranger turned DEA agent called to Panama to investigate the disappearance, during a violent hurricane, of a covert operations team led by Sgt. Nathan West (Samuel L. Jackson). It soon becomes clear that this was no ordinary training mission, and that a major cover-up is underway. As the story unfolds, each layer reveals greater deceptions, until Hardy inches toward the horrible truth about the fate of the missing Rangers.
