Wilsberg hovers around under the false identity of construction lion Michael Lobland. He has everything that Wilsberg doesn't have: chic car, smartphone and money that has to be invested. Lobland wants to build a luxurious residential and office district at the old industrial port. For this he has the backing of urban developer Scharper. However, Lobland stands in the way of a group of militant activists in its plan to upgrade the area. The "FIM" is entrenched in a warehouse and wants to prevent gentrification with all its strength. When the building is cleared after a drug discovery by the customs officers under the direction of Oliver Maaß, the conflict intensifies: in the evening the hall burns down. With the help of Lobland's assistant Tom, Wilsberg saves Ekki and the activist Kathi Jäger from the flames. A little later, Tom is found dead.
